With the passage of Proposition 64, the Adult Use of Marijuana Act, California left it up to local cities and counties to decide who gets to do what, where, and how. The result: a complex and at times confusing regulatory program for recreational use of cannabis. And to complicate the issue, California is at odds with Federal law which is clear: Marijuana is a Schedule 1 drug, on par with heroin, which makes it illegal to possess, grow, transport.

Nicole Howell Neubert, a partner of Clark Neubert LLP. She has advised hundreds of cannabis operators on the California’s market.
